I could envision a spectrum of events:

1. [Worst case] In a power vacuum, violence would erupt in attempts to institute a new government.

2. [Another really bad case] The president would assume more power.

3. [Moderate case, and most likely, I think] Peaceful elections would be held to elect new members of Congress.

4. [Best case, but probably only in my opinion] People would freak out for awhile but then realize that we can actually do much better without them. I'm ignoring what the president might do here - a really important wild card, really.

Special elections all over the United States of America. That is provided for by law, except that the lawmakers who passed that law certainly did not even imagine a situation where all congressmen would die at the same time.

I don't think we have such an emergency plan. Such a situation is not so far fetched; imagine if a nuclear attack struck DC at a time when most politicians were in DC. If they didn't get a proper warning to get away to some bunker, our entire government could be wiped out in less than a minute.

The sicko's in state government would fight each other to take over the White House. We would have riots all over the country, and the media would try and act as if they have everything under control.

I was under the impression that state governers would appoint people to serve out the remainder of the deceased congresspeople's terms.

well seeing how the president and white house staff is not a part of congress we could deal and have an emergency election.
