It's illegal to file a claim if you don't have reasonable grounds. Not all Arabs are terrorists, though it's true that most terrorists are Arabs.
Generally, the police and other authorities will not be interested in a complaint that simply states the person is an Arab, or speaks arabic.

No. Is there any proof that the person is a terrorist? There are actually people accusing President Bush of being intelligent, you can accuse all you want and there is no law against it. If you can prove it on the other hand, then you can go from accusing, to charging with an actual crime. If they have no proof, you have nothing to worry about.

Depends on how you define "accusing". Merely SAYING someone is a terrorist just because they are from Arab background is NOT illegal. First Amendment, remember?
EDITED for the thumb-downer: The law is not a matter of opinion. It is what it is. If you don't like the First Amendment, you issue certainly isn't with me. Also, realize that just because I say something is not illegal -- which it isn't -- doesn't mean I endorse it.

Making false accusations can get you into trouble.
Unfortunately after 9/11, everyone who looks 'middle eastern' is a 'potential terrorist'.

If you are accusing them because of their race that is illegal. If you are reporting them because of questionable actions such as scouting out military posts or such then you are in the clear.

I don't think it is illegal, but it is pretty stupid to do that.
A person should not have to defend himself against racism. There is a responsiblility with having free speech.
