DO NOT elude state moped law (if that is your intention) with modifications . . you may be subject to some very expensive citations! Save yourself a lot of grief and initially purchase a scooter with a suitable engine for your speed requirements. Most China 150cc scooters have a top speed of around 55 mph on level ground, and around 50 mph cruising.

Most of what you've asked has already been answered, but I'll toss in a couple of things. The Baja line should worry you, after all, ask the store what you do ifn there's a problem, you'll find Pep Boys doesn't do repairs, basically you're on your own for that. Quality actually becomes unimportant ifn you can't find someone to fix it. And also that brings up the issue of who's putting these things together in the first place.
As to Chinese scooter quality, they're the low end of the market, buy something else ifn you can afford it, at least Taiwanese such as Sym, Kymco, Genuine or Adly.
As to speed, its illegal to remove the governor if its registered as a moped, if its registered as a motorcycle, then you can remove the governor, but you will be required to have a motorcycle license. Also, a 50cc is just not capable of reaching 55 (well, there is one exception, the original Kymco S9 water cooled 2 stroke model), my 2 stroke Vitality should be capable of 45 to 50MPH in good tune, a 4 stroke version would likely be about 5 or 10MPH lower.
Lastly, as to wether you can ride if on roads with a 55MPH speed limit, that depends on a number of factors, but basically check local laws. Here in Arizona that'd typically not be allowed unless there's no alternative route, in fact you'll sometimes see bicycle instruction signs on freeways out here, even those with 75MPH speed limits as there's simply no other way to get across parts of the state.

I would avoid any scooter sold by Pepboys. Sure it looks like a good price on the surface, but service and support after the sale is what you should be looking for. You will not be able to get parts, and there is NO technical support.
No, it is not legal to ride a 50cc moped on a 55 mph road. Many states have restrictions on where you can ride a moped. If you need to go 55mph, get a larger bike.
Yes, it is easy to remove the restrictions on the moped itself if you have some mechanical skills, but remember it's only 49cc, and most will only get up to 45mph.

I agree with everyone, Stay away from the PepBoy's Baja!
Bad news, no parts, no support. You would be lucky to to 30 MPH in one of those things.

Most 50cc's are restricted to 25-30 MPH.
Removing the governor will get you to 35. So forget about 55.

You need a 150cc scooter to go 55mph, AND a Motorcycle endorsemnet.
Become an enthusiast and get the endorsement, and attend a scooter rally.

You can't get parts for them and no one repairs them.
Research them on the web to see how popular/unpopular they are.
Try to get parts - you can only get them from an authorized dealer.
Pep-boys is not a repair shop, so they will not fix it for you when it breaks.
Ask pep boys if they can get a repair manual and/or parts.
Spend the extra money and get a popular brand name machine.

Agreed... attempt checking the fuse. the percentages of the bulbs interior the headlights AND tailight burning out on the comparable time are extraordinarily narrow.
