bravo for staying anerican. best bang for the buck will be rear gearing, a posi, smaller can (.420 to .450 lift). headers, k&n filter, the list can go on forever. in all honesty bigger cubes will be the best....

If you want to keep the original 305 in it, I'd do heads, intake, carb, and cam. Look for a set of World Torquer 305 heads. You can't use all aftermarket heads on a 305 due to valve shrouding problems created by the 305's small bore. AFR also used to make a 305 specific casting if you can find them. After a new set of heads, a mild hydraulic cam, a good dual plane intake, and a 650 Holley or Edelbrock carb, you won't know it's the same car.

You can do the mods listed above. But, your car has a Small Block Chevy. It's the best engine of all time, and the winningest race engine of all time. AND, it came in lots of different sizes. The 305 was a smog motor. Yes, you can make it run better, but by the time you spend all that money to make it run somewhat better, you could have searched Craigslist and found you a 350, 383, or 400 Small Block Chevy and you'd be light years ahead of anything you'll get out of the 305....and any of them will bolt right in.

Try GMgoodwrench.com, click on parts and accessories, then performance parts , look at available small block v8 engines listed with horsepower and torque specs.
One of the most popular is the ZZ4, 350ci,355 hp.
This would be a great choice if your budget allows. If not, you will also find many parts to upgrade your current 305.

A lot of it depends on how fast you want to go. Everything from a cold air intake to a super charger. It all depends, but about the cheapest bang for the buck is with NOS.

The money you would need to spend to make that car alot faster would be wasted because it's not a very good or fast car to begin with. Sorry, but I'd say save up your money and buy a used Acura RSX Type S.
