I wouldn't think so. Lots of times there isn't a second technician available.

It's never a bad idea, and you should watch the work if you are able. There isn't that much to a tire change. If there are balance weights they need to be properly placed. The lugs should be properly tightened.

But there is no law requiring a second check as far as I know, and if there is one it is violated almost every time a tire is changed.
