I have researched this in the past and have come up with the same thing everytime.

Though it would be difficult to tell without a magnifying glass, the hands of the clock in the steeple of Independence Hall are set at approximately 4:10. Although the time is not readily identifiable to the naked eye, it can be seen when examined with 20-fold magnification. There are no records explaining why that particular time was chosen.

It's set for 2:25, that strange, I never noticed before. It probably doesn't mean anything, just the time when they took the picture.

because that's the time of daylight savings time, and that's why benjamin franklin's on it, he made daylight savings time.
