Every state has a Bureau of Labor and Industries meaning, for instance, for the state of Oregon there is a:

Bureau of Labor and Industries Wage Claims Unit Department.

Your state should have a wage claims unit also. You need to maybe do a search on the internet for the one in your state, and also, they might have a claims form right on line, but call them and tell them what is going on and how you can file a wage claim.

Try the NLRB (National Labor Relations Board). The 3 week notice provision does not relieve him of the responsibility of paying you for time worked.

Call Labor & Industry - get their number from the phone book (government listings). They'll be able to tell you everything you need to know.
