And if so, how is it done?

I should clarify my question... there are a number of apps that now run sole from a USB flash drive. For example www.portableapps.com lets you download a suite of apps that can run solely form teh hard drive, including FireFox, Thunderbird, etc.
When I am away from the office, I use the OpenVPN client installed on my laptop to connect to the office.

What I would like to be able to do is have OpenVPN as a portable that I can run from my USB flash drive. So, for example, if I am at my brother's house and I get paged to look at a server in the office, I can plug my USB flash drive into my brothers computer, run OpenVPN from there and connect to work.

The issue is whether OpenVPN can be made into a portable app. Anyone know whether this is possible?

From the best I can ascertain, no, it is not possible.

Why? Well, the OpenVPN site says that it must be installed to run or run as a service:

OpenVPN for Windows can be installed from the self-installing exe file on the OpenVPN download page. Remember that OpenVPN will only run on Windows 2000 or later. Also note that OpenVPN must be installed and run by a user who has administrative privileges (this restriction is imposed by Windows, not OpenVPN). The restriction can be sidestepped by running OpenVPN in the background as a service, in which case even non-admin users will be able to access the VPN, once it is installed.

You might instead consider bringing along a live CD with OpenVPN installed on it so that you can do what you want.

This does not make sense.

A Virtual Private Network (VPN) enables you to communicate securely with a distant network using the Internet as a carrier.

A USB flash drive is a usb ported device used to record files from a hard drive as a back up storage or for transfer purposes.
