We have, countless times, heard the saying "You know what they say", who are "they"?

they are those who use the common euphemisim in question. The generations of people related to that expression. Like they say "we stand on the backs of giants." this means much of what we learned we learned from others. By saying what "they" say we are attempting to draw power from the ancient wisdom and make it seem more important because it is a time honored and time tested understanding not something i just made up. Lots of people think this yadda yadda.
Sometimes they or them can refer to any particular group that we assume you know what we're talking about otherwise you would need a specific signifier, which may be helpful and more clear anyway. If we're talking about drugs and crime you'll says those people... oh them. But we might have different understanding of who exactly they are. Some might think black people sell drugs, some might imagine a poor person or rich columbian drug lords or gangsters. It would be up to the people discussing to be on the same wavelength on who it is they imagine them to be in this classical example of "they"

I don't know who "they" are, but "they're" usually wrong. They may very well be the majority, but just because there's more of them doesn't make them right.
