No. You can not copy a file off of a computer when it is in use. Since parts of Windows would be in use, you can not copy them. So you can not copy Windows from one computer to another.

If you could, to prevent illegal theft of the Windows program, MS makes it so that each time Windows starts, it looks at 10 different items (processor, system board, hard drive type, memory, etc) to confirm it is on the same computer. If not, it will refuse to run. So if you were able to copy it to another computer, it would not work.

It's technically possible, but likely to be a license violation and likely to be a major headache, even if it works. If the computers are very similar it could be possible to clone the hard drive from the old system to the new system, but if there are substantial differences, Windows won't even startup.
