Apparently you wish to relocate the demark from the boiler room to another location.

There is no way to describe the cost without seeing what is there. We do not know the type of service from the Telco and the number of Telco trunks, and the number of extensions that have to be relocated. We also do not know how far you wish to move them and what the move entails.

Any way you can reduce the labor intensity will reduce cost. If all extension lines come through a common boiler room penetration and you can relocate to the outside wall of the boiler room and just pull the extensions out from old location and in to new location you have reduced labor intensity markedly - and materials are probably adequate as is. If you can do the same for the Telco feed you will see the same economy. However if this is not the case, it can take many man days to do the job and the cost for labor and material rises markedly.

I suggest you contact a local service provider and have him help you decide upon an acceptable location for the new demark which minimizes labor and material.
