I rented a car and signed all the Terms and Conditions. A month after I rented I receive a ticket + an administration fee. I asked the hire company to send me all the terms and conditions I had signed and I hadn't signed any condition which mentions the administration fee. The hire company acknowledge this fact i.e. that I didn't sign such a condition however they want to impose the fee on the basis that when I rented I was agreeing to any T&Cs the company may want to apply - including ones that they didn't tell me about.

Is this legal? and if not can I do anything about it? The hire company admits that they cannot provide me with any documentation that proves that I saw these conditions simply because they didn't show them to me.

Sounds like a trap to me they are hoping you would rather pay it than have a lawyer write a letter to them .

It is if such language is in the contract you signed.
