I'm not sure from your question what your end goal is. Do you want to purchase merchandise at wholesale in order to re-sell it to the public at retail?
Or do you want to design/fabricate clothing to sell at wholesale to store buyers?

Go to the county offices and get a fictitious name for the business. Publish it in the newspaper. Bring documentation to the Board of Equalization and get a sales tax license. Go to the bank and get a checking account. Now start attending trade shows and find manufacturers.

Just register with your state to collect and remit sales tax. In Florida there is a simple online application. Contact your State to find out what agency to go to; in florida its the dept of revenue.
