Order of Operations = PEMDAS=Parenthesis, Exponents, Multiplication & Division(In order of appearance), Addition & Subtraction(in order of appearance).
Therefore:
-9(-2)-6/3*2-(-7)=
18-6/3*2-(-7)=
18-2*2-(-7)=
18-4-(-7)=
18-4+7=
14+7=
21

[-9(-2)] -{6/3}(2) -(-7)
= 18 -2(2) +7
= 21
