With the dye job, I would go with John Edwards, he seems to have the hair thing going. Bill is too busy pocketing money, ops, I mean raising money for Hillary.

Seriously though, since Bush has been so gracious to Osama as to declare that he isn't even looking for him anymore, for all we know it was probably filmed at the Heritage Foundation.
