I have a feeling that somebody is using my internet connection.
I have noticed that even when my computer is off, the wireless router lights blink, as if somebody is down loading.

Yes, but probably only if you have made it really easy for them.

WPA is sufficient to keep out all but hardened hackers if your password is not so obvious that anyone can crack it.

Some obvious ones are:

a string of single characters

a numeric or alphabetical string

2 digit or character repeats.

Try coming up with something with a random element to it, even if it is something like a word inserted into a string at some point.

WPA should keep anything but MI5 out. There are ways of looking at who's logged in to your network so you can find out fairly easily, or else switch the router off at random and listen for the screams. The wireless range is only a few yards outside your building so they must be close. Generally even if you are not using the internet connection the router will still be connected and making occasional calls on the servers

Very possibly if it is a wireless router. Turn it off when the computer is off.

Add a longer more difficult password to your router, too.

Not unless you have given them the key.
The wireless lamp will be blinking as it broadcasts your SSID. Nothing to worry about, you can usually turn off Broadcast SSID in setup.
