Take a penny and insert it into a tread in the middle of the tire. If you can see the top of Lincoln's head the tread is too low and tires need replacing.

See if the tread left on the tyres meets the legal need for your country.
For instance in the UK the requirement is 1.6mm of tread over 75% of the tyre. That may be not enough (IMHO less than 2mm on all of the tyre and the tyre needs replacing... the wet behaviour becomes too bad for me at that limit.
See if your tyre is damaged in any way.
For instance in the UK any wire or fabric of the tyre showing through makes it illegal for road use as do any splits or bulges. Any major damage like this makes the tyre very unsafe.

Always can use the "penny" test. If the tread depth is below Lincoln's head, at the treads lowest depth, your in need. Or purchase a tread indicator at any store that sells auto supplies.

If your tires are bald its probably time to replace them!!!! The penny test is the best if have some tread

look at the tire tread. there are wear indicators that show up when you're needing new tires. also, any wear or visible wires is a BAD sign.
