Because the Democrats don't have the guts to do anything that would force the troops to leave. IF they did and Iraq got a lot worse and the trouble spread elsewhere Democrats would have to take responsibility for what happened.
Democrats today in Congress do not want to take responsibility for anything. They just want to blame everything from Alzheimer's to Zimbabwe on Republicans.
Have you noticed how Democrats are so critical about what Republicans do, but offer no alternatives? GAWD forbid they should offer an alternative and the Republicans back it and it doesn't work. Then a Democrat position would be wrong and by present day standards that would signal the downfall of the entire Democrat Empire.
To be wrong on one thing would imply the possibility they are not infallible and therefore could be wrong about many of their other ideas. And since Democrats have told us for years they are never wrong, for years they would have lied to us.

We leave and they continue fighting among themselves like little kids and nobody to play babysitter. Don't forget Iran would be 1st in line to invade. It would get so much worse.
We are stuck there til they can get along with themselves. Just think if they could stop fighting for a few months, setup a police force and a functioning government that aren't corrupt we would be gone in no time.
