Hitler, like many other infamous leaders, had someone in charge of doing his dirty work for him. By merely saying "we know that Hitler did some pretty bad things during his era," you are ignoring the large number of Hitler's henchmen, executioners, and torturers. The more well-known were: Adolf Eichmann, Dr. Joseph Mengele, and Horst Bohme.
Anyone of these could be called "worse than Hitler."

I vote for Adolf Hitler's dog: All those years she had the ability to end it, but she did nothing. Maybe if she'd have had some more modern influences like Coujo, the world would have been a better place.

Take Mao as an example. He once killed about 20 million Chinese because of a failed attempt to make China industrialized. With too few people producing food, those millions of people died of hunger. Very tragic, that so many people should die of a failed political move. And that was only one of the things he did.
There are many worse out there, but I can't think of any right now on top of my head.

Stalin and Mao killed more of their own people than Hitler did to other nations. Famine was the main reason they died- which the commies denied was happening, and refused help.

One I can think of would be Joseph Stalin.
According to native Russians who taught me Russian, he killed as many of his own people in peacetime for political reasons, as the Germans did during World War 2, if not more.
The other Mao Zedong also killed millions of people in peacetime to maintain and preserve his rule during the industrialization of China.
Ironically, both are credited with transforming their countries into major power or super power using these horrific means.

The population of GULag camps never exceeded 2.5mln, and averaged 2mln prisoners (90% criminals and nazi collaborators), that's LESS than current prison population in USA (2.3mln).
