Girls can start using tampons as soon as their period starts. You do not need to be sexually active. It's a good idea to use sanitary pads/napkins until you are familiar with your period cycle, and how heavy your flow is. Buy the lowest absorbing tampon for your cycle. (I recommend mini or slim tampons).Tampon use can take some practice, it's a good idea to look in the mirror the first couple of times. Always remember to wash your hands before and afterwards.

Her body is physically ready for tampons The minute she gets her first period. Then it becomes a mental game. She can use tampons as soon as she is mentally ready with the idea of putting something up there (and is responsible enough to change them often)
She does not have to be sexually active. (and at 12, I certainltly hope she isn't! Tampons do NOT take away virginity, and while it MIGHT be sligthly easier to insert if you aren't a virgin, MANY girls (including me) start using tampons,when they are still virgins.

Whenever she feels that she is ready... I started using them when I was 14... but I know 12 year olds who use them

She should not use tampons until she is sexually active and responsible enough to use proper technique and care with them. They need to be changed frequently and she can get toxic shock from infection related to improper changing.
