A test, even a standardized test, is a tool. The problem is not the test, but the people who don't understand what it is, how to use it, and how to interpret results from it. It is my experience in 25 years in education that very very few people know anything about testing, and that no one in government in a position of policy making knows anything at all. Assessment literacy is needed.
I think they are widely misunderstood and widely misused.

It's only an assessment tool for a place to start, and not permission to take a shortcut and "teach to the test." Since people are not standardized, educators need to assess where the individuals are, then develop individualized learning programs for each student.

It's better than unstandardized testing, which it replaced, but it's still limited.
I heartily endorse what the first responder said, that most people don't know nearly as much about it as they think they do so they make horrible mistakes when using it.
