September 17, 1787 was when the Constitution of the United States was originally adopted.
The constitution was ratified by the original 13 colonies at various dates.
1 Delaware - December 7, 1787
2 Pennsylvania - December 12, 1787
3 New Jersey - December 18, 1787
4 Georgia - January 2, 1788
5 Connecticut - January 9, 1788
6 Massachusetts - February 6, 1788
7 Maryland - April 28, 1788

The Constitution was created on September 17th, 1787 and ratified on June 21st, 1788.
The United States is a country in it's own right not an organization.

The United States is not an organization and it was not adopted by anything or anyone. If you are in school, you need to read a little history.
