There is no such thing as complete equality. Some are born sick and others are healthy. Some are smarter or better looking than others.
Once you use the phrase "complete equality" you are asking for a no answer. I hope that this was not your propose. It sounds a bit like a loaded question.
We have steadily since our founding moved in the direction of equality. It is a slow and sometimes painful movement and we are still in the process.

The government is not in the business of treating people equally, although that may be their stated goal in some cases. When an African American female receives hiring preference over a Caucasian male, that is not equal. When someone has 5 kids and no job, yet receives significant government assistance for housing, food, and childcare, while another mother has 5 kids, works, and gets minimal assistance (because she works), that is not equal. When one person earns $30,000 per year and gets taxed 15% and another person earns earns $40,000 per year and gets taxed 25%, that is not equal. When one family works hard, obeys U.S. laws, pays taxes and another family sneaks into the U.S. illegally, does not pay taxes, abuses the healthcare system, and receives hundreds of dollars in government assistance, that is not equal. When Christianity and prayer in schools is banned, yet Islamic prayer and wearing Burkas are permitted, that is not equal. When the government REQUIRES you to pay taxes for the education of other people's children, yet you have no children, that is not equal.
In a nutshell, the government takes your money and redistributes it as they see fit. The groups that get the money are the groups whose lobbyists are most active.

If you're a rich football jock, you can get away with murder.
If you're a poor kid from the ghetto, you'll go to jail for holding two grams of pot.
Lawyers should ALL be employees of the government, earning the same salaries and defending individuals equally, regardless of how much money they have or what color their skin might be. -RKO- 09/10/07

UMMMMMM life is not fair, then you die. but seriously everyone sitting here bitching about affirmative action, but are failing to remember how bad things used to be for minorities, single mothers , disabled people. These laws were set in place to make a level playing field. they were put in place to protect people from racism and discrimination. Are the perfect? no, but nothing ever is.

No, people are not treated equally. There are too many programs that are exclusive. Depending on your income, race, sex, you can be excluded from government social programs. That is not equal treatment.

no , I don't think so. i'd like to see the government accountable for this. by government, i mean our executive leadership / politicians, government services offices and police. they should have to answer and be accountable for when they miss the mark. it's incomprehensible to me there is very little accountability. they seem to have forgot who they report to //// the people.
