Wear jeans - comfortable, inoffensive, and warm. Combine that with a girly top - something brightly coloured if you want to stand out - and a jacket. If you walk to college, or you have to walk outside to get to your lessons, then wear SENSIBLE shoes (this might be a good idea even if you don't go outside - it's NOT cool to be falling over all the time, or walking slowly). Don't wear loads of make-up - if any at all, just a little bit, neutral colours. Remember - you're going to be going to this place several days a week for at least a year (I don't know what your course is so I don't know exactly). Don't make too much effort. Make sure that what you wear is comfortable, and you don't have to try too hard - you might be able to dress up and do full make-up every day for a week or two, but after that it really becomes an annoying chore. New people are much more likely to like and remember you for your friendliness and humour, rather than what you're wearing. Like I said, if you want your clothes to stand out, wear something bright. But make sure your personality backs it up.

you sound like your planning on dressing up. don't do that. i dont know how it is in the USA, but people dress really casually for uni. its more of a jeans type environment that a miniskirt one. you wont see people all dressed in head to toe in holister and abercrombie and fitch vests and skirts and stuff. people tend to wear jeans with a nice top, with a nice cargigan/sweatshirt. lots of layering (you need it, its cold!) the weather here is good at the moment, and will be for about a month, but i would still go with jeans and stuff, but u just need a tanktop or a tshirt.

I would go with Khaki pants, and layered shirts. Like a cute v neck or scoop neck with tank top underneith. That way you can wear a cute pair of sneakers if you want comfort or a loafer. Still keeps you casual but professional too.
