It isnt a timing issue - it wouldnt run at all. Flywheel keys do not wear, they shear. That the only point of timing on a lawntractor- everything else is pre set from factory.
I would change the sparkplug, change the fuel filter- see if the airfilter is dirty ( if hasnt been replaced in more then 2-3 years- then change it) - if this doesnt work, then the carb will need to come off and be disassembled and thouroughly cleaned .

It could be the timing but, the timing on these engines doesn't change much. Without more information I would say that you have a fuel issue. Is there smoke with the backfiring? If the carb needs cleaning/adjusting it will cause a rich mixture which could cause the exhaust valve to carbon up and fail to close. This would account for the lack of power and the backfiring. You could also check to make sure the sparkplug wire isn't grounding somewhere and that the choke isn't staying closed.

sounds like the timeing is off, like martmm said, are you shure its back fireing ? or just poping real loud, backfireing is comming back thru the carb, poping is out the exuast, either way check the key way,
and replace the plug with a hot burning one,

sounds like you just need a new spark plug. Take the old plug out, go to walmart or hardware store and match it up, put it in. a couple bucks and you're good to go

you could get a small Eng book at auto zone.com or local hardware store.
the keyway ,that holds the fly wheel in place has probably worn.

It sounds like your ignition timing is not correct consult your manual and correct it.
