Peace ALLOWS the "ills of the people" to be addressed.
A nation at war is consumed with the war.
A nation living in peace is able to focus on issues.

The second version seems accurate. The Civil War and American Revolution come to mind as examples. 100 years from now, we'll know if it also applies to the current conflicts. I suspect it will in the long run.

Yes as when were stressed and worrying and all it breaks the body down and makes you get sick easier and makes your whole being suffer from it.
