is it necessary to dig out old grouting( coloured )and re-apply or is there another option

just take the top surface off that should be enough.
after you have cleaned your tiles etc here's a tip - get some old fashioned car hard wax and do the whole tiled area with that
it keeps the grime out of the newly cleaned grout a treat!

Some valid answers here so far. Counter top or floor tile and grout, in a kitchen or bath are a never ending CLEANING issue,,,no matter the color of either.

Grout removal is not only tedious, but you may damage tile as well. While I totally GET IT as to matching or coordinating grout color with tile, even the darkest is a place for residue/ dirt/ grease/ mold/ to be an issue. Sealers work Modestly, and need RE-Sealing as well.

I often use,,,very carefully,,,all the suggested methods, as well as PREP in a muriatic acid solution. Grout, as well as mortar is a medium that attracts and holds the STUFF of our daily use of the surface. I'd also add a suggestion for whatever the issue, which you don't define, by using any cleaning agents with a WIRE brush,,,and proper prep.

I have used a thin paste made from Comet and water and a toothbrush. But be sure to check a small area first to be sure that the grout isn't so old and brittle that rubbing it with comet doesn't dislodge it or damage it. Sometimes, if it's too far gone and trying to clean it damages it, you have to get a Dremmel tool and drill out the old grout and regrout the area. I have done it a few times, and tho a lot of work, replacing the grout gives the floor a whole new look.

Clean it with sugar soap from the diy shop first. Then either re grout with a thin mixture over the top of the old to spruce it up or buy a grout pen.

Re-grouting would be a big job, try mixing baking soda and viniger together and applying the paste to the grout and see if that helps clean it up. They may have a product for cleaning the grout, I know that you can buy one for white grout so try calling a big hardware store, maybe Home Depot.

It depends if you just want to clean up the grouting or remove traces of mould etc.
If you just want to clean it up. use a toothbrush and a light abrasive, whitening toothpaste works well on white grouting so ordinary toothpaste would clean up coloured grouting alternatively Vim or Cif.
If it's mould that you are trying to shift, buy a mould remover and use with a toothbrush or nail brush.

put a strong detergent (dishwasing soup) in the grouting and leave for about 5 minutes then use a steel brush to remove the dirt followed by wiping it with a cotton cloth and finally rinse with warm water using a mop

they do pens now that whiten them for you, all good diy shops sell them, not too sure how much they are tho, but its gotta be easier and cheaper than re grouting.

As far as I'm aware it's best to dig it out and replace it.
