Not all shadows can. The ones that can be applied wet would usually say it and of course you can experiment even with the ones that does not say. For example, matte shadows cannot be applied wet. It will look like a mess. Experiment and just have fun with it.

All eye shadows can be worn wet, if you know how to do it. My Friend is a make up artist and she does this all the time. It's cheaper to buy powders and add a bit of water. :)
Take a clean surface or the eyeshadow top and add one or two small drops of water. Then with a make up brush (the little sponge applicators don't work well) add the eye shadow. Loose works better than compressed but either can be used. Anyway mix the two with your brush until it is creamy and apply. All you have to do is make sure it isn't too wet. That gives you a streaky look. Good Luck. Hope this helps.

I do it with all shadows. Frequently I'll use eye shadow as eyeliner. I'll dampen an eyeliner brush before I pick up the shadow with it. It makes the color more intense when you put it on. Just experiment and see what you think.

All shadows. I do it all the time, especially with the cheaper ones with less pigment because it goes on thicker and more dramatic. A lot of cheap metallic eyeshadows will really come to life if you apply them with a dampened brush.

well, apparently, not all shadows, cuz some are dry....
it should say the specification no matter what
read the label thingy, and if it somehow doesnt say it, look at the shadow, its pretty self explanitory

By all means, wet your powder shadow's applicator and apply it-you'll get staying power and that beautiful color. Remember not to use your saliva, germs can degrade makeup very rapidly and change its color and texture. After it has dried, sweep more color on top for more coverage and color.
Experiment, experiment, experiment!
