Both hate and loathe can be strong words. In a verbal context, the delivery of the word (tone of voice, body language, etc.) is more indicative of the intended strength. That should be kept in mind for writing as well, for in the case of written dialogue, you can leverage descriptive words to set up the tone.
Aside from that, I submit that loathe is the stronger of the two. Hate is commonly used in ways that are not that strong (the vast majority of those who might say "I hate standing in line at the grocery store checkout" are not going to return to the store with a machine gun), but loathe is almost never used in this context. Therefore, when you hear it, it indicates that what you heard was thought about before it was said, and that brings an added leve of sincerity.

Hate means the emotion of hate; a feeling of dislike so strong that it demands action. It also means intense dislike; feeling of antipathy or aversion towards something or someone. Whereas, loathe means to have a feeling of disgust or intense aversion for; abhor.
Although both the words are synonyms of each other but intensity wise loathe is the stronger of the two. Hence the word loathe is the stronger of the two words.
