I've got bad news, a noise suppressing glazing is not cheap. Laminated glass is the best choice, triple glazed costs about the same but is not as effective. Consider getting new windows with laminated glass, may be very difficult to retro fit into existing windows.

With no offense to answer number one,,,EGG crates are a poor sound deadener. Not that the design is wrong, just that thin cardboard or styrofoam and/or air make poor sound insulators. Beyond that I can't imagine it looking very upscale from the exterior of a house.
Window glass also makes a poor insulator, but certianly the answerers notion of commercial type windows is a good one. The best case, affordable situation for you will probably be double pane filled with Argon or some such; but the effect will still be somewhat minimal.
Is this YOUR property? If so and codes don't restrict you, put up a 6 ft high privacy fence. That would help baffle the sound, plus keep the view out of sight.
You might also try shutters outside, and/or Lined Drapes inside.

sound proof windows may help, but bass is usually transmitted by vibrations in the ground as well as in the air, so it probably wont help as much as you like. Planting some shrubs or trees could help cut down some of the noise also.

Use polystyrene and polycarbon plate together or even carboard.It all stems the sounds.

go to restaurants(like ihop) and ask for their egg crates(they're about 1'x1') and cover your windows with them.
