If it is called Lucky Bamboo or Fortune Bamboo then it really isn't bamboo.

I do not suggest fertilizing and if you do, just use a much-diluted water-soluble Miracle Grow or Peters.
'Lucky Bamboo' isn't bamboo at all. It's botanically know as Dracaena Sanderiana: commonly known as the ribbon plant. It will grow in water like cut flowers.
It grows in 1/2 inch to two inches of water. Change the water every couple of weeks. It is not necessary to fertilize the plant but a diluted water-soluble fertilizer can be used. This plant prefers bright light, but not direct sunlight. Does well in low and fluorescent light.
Use distilled water/or tap that's sits for 24 hrs
chlorine will dissipate but fluoride will kill it.

* Select bamboo plants that are container bound. Unlike other plants, the more crowded the roots, the faster bamboo will grow.
* Water bamboo copiously to promote rapid growth. The more water bamboo receives, the faster it will become established.

wait till it warms up then give it plenty of water and nutrients and get the trimmer out to keep it looking nice then again it depends on what kind of bamboo it is .
