I don't know if it's ethnic. The waist band of many underwear types can be uncomfortable against the skin.

I think it somehow stems from the style where your pants are falling off, which originated in prison where they issue you these standard sizes of clothes which don't friggin fit right. Who would WANT to look like a prisoner? It's absurd.
