Using the below product or a similar one is an excellent help sometimes you might have to use it a couple of times to loosen a lot of rust.
Using what ever type of screwdriver for the screw head take and give it slight jolt with a hammer and a (slight turn) clockwise not counter clockwise.... then turn it counter clockwise.

Apply WD 40 first, then insert a screw driver on the screw slot and hit the screwdriver with hammer (not too hard) and turn screwdriver counter clockwise.

My favorite is "Liquid Wrench". I would soak the screw and let it sit for a while then try it. This usually works like a charm!!

i know it's a lil weird but put i dab of brake fluid on it and let it set for a little while (a trick a old farmer taught me), other ways wd40, or pb blaster. good luck

WD-40 is your best bet. It has lots of other household uses as well.
