A CRT monitor can display an infinite range of colours. The colour depth limit comes from the computer. It is a purely analog device, so there is no quantization of the red, green and blue signals and there is an infinite range of combinations.

For an LCD it depends. Highest number is 24 bit (8*3), or 16 M. More likely is 21 bit (7*3) or 2 M. Some are only 18 bit (6*3) or 262 k colours.

Usually the 21 and 18 bit panels will automatically dither the colours to produce a much bigger range of perceived colours.

(If you have a problem with dithering, get over it. In reality all displays only produce 3 colours - red, green and blue. It is only through the close proximity of the red green and blue dots that you perceive a different colour.)
