Both.
In clay surfaces, Nadal can beat Federer consistently. Djokovic is still in-experienced but surely he'll be a better player as he gains experience.

Right now it is Djokovic on hard surfaces. Nadal has the edge over everyone on clay. I think if it came down to it, Djokovic is probably better on grass than Nadal. When Nadal and Djokovic played at Wimbledon Djokovic was on pace to win until he had to withdraw due to injury. Right now Nadal is better overall because he has experience in big matches against Federer, but that is changing and changing fast. Now Djokovic has experience in the final of a slam, add that to the confidence he has knowing he has beat Federer.
I think by this time next year, Djokovic will be #2 in the world. He continues to improve and seems to be comfortable on all surfaces. Nadal on the other hand, has stayed consistent on clay and has improved on grass, but still is only average on any hard court. I can see Djokovic winning his first slam next year and he should go very far in all the Slams. Add those performances with some minor tournament wins, gained experience and continued improvement and you are looking at Federer's new rival. Djokovic is and will be Federer's most dangerous opponent and if he keeps working hard and improving, he will be the one to knock Federer to #2... that is still probably 18-24 months away though.

At this point I'd say Nadal for two reasons.
First, Nadal is left handed. I think Djokovic has the tools to defeat Roger but it's still backhand against backhand. I personally think Novak's two-handed inside out/down the line backhand is the prettiest and most effective since Andre but Roger moves him around the court so much that it's difficult for him to pull the trigger on it.
With Nadal, he's hitting to Roger's backhand with an extremely powerful and heavy topspin forhand and we've seen how difficult a task that is for Roger, even on grass.
Secondly, Rafa's in Roger's head more. Sure Novak beat Roger in Montreal but beating Roger in 2 or 3 verses 3 of 5 are completely different tasks as we saw yesterday.
I'm not convinced that if Rafa had been 100%, he wouldn't have met Roger in the finals. I'm one of the people who have outwardly stated that Nadal's hard court results have been suspect but I'll also be the first to admit that he's improved his game the last 2 years more than any other player on tour. When he finally masters hardcourts, he'll truly push Roger for that #1 spot.
Good question. Keep it between the lines!

djokovic, nadal can't do crap off of clay. Djokovic is only 20 and has already gotten to the Open Championship and gave federer a scare, beat him once before as well. Nadal is good but is best on clay. I think Djokovic will have a championsip under his sleeve in the next couple of years....especially if he keeps doing WONDERFUL Maria Sharapova impressions. If you didn't see it, look it up, maybe on YouTube.

I think Nadal, at least for now. I see that changing in the next few years unless he keeps himself relatively injury-free because Djokovic is consistently improving. But Nadal is currently the only player on tour with a winning record against Federer, so that has to say something.

None, they both have lost to him......so how can they be a threat except Nadal coz he has defeated Federer on clay but other surfaces no one is his match. Did u see how Djokovic lost to him in straight sets even though he defeated Federer in the Montreal finals.

Definately depends on the surface. Nadal is the king of clay. But right now, I think Djokovic is a better match on hardcourts.

Nadal. He's better than Djokovic on all surfaces. But Roger's better than both of them (except on clay, Nadal is the best on clay).
