Not yet, but it will be.... the law has been signed but hasn't taken effect yet. I put an excerpt from the San Diego Union-Tribune below and a link to the full article below...
State bans handheld cell phones for drivers
Hands-free devices required in July 2008

OAKLAND – As a father, Arnold Schwarzenegger warned his daughter that if she talks on a handheld cell phone while driving, he'd take her car keys away.
As governor, Schwarzenegger delivered a less-punitive, but just as heart-felt, message to 37 million Californians yesterday when he signed legislation that will fine motorists who use handheld phones.
Advertisement “It's very important for people to know that even though the law begins in July of 2008, stop using the cell phone right now,” Schwarzenegger said after signing the bill here.
“You're putting people at risk. You just look away for a split second from what's going on in front of you and at that moment a child could be running out,” he continued. “You could kill this child. . . . So pay attention. Take this seriously.”
Schwarzenegger's signature on SB 1613 ends state Sen. Joe Simitian's six-year campaign to limit cell phone use while driving.

I am not entirely sure, but if you look up the local council website or put in a google search, for e.g. "San Diego, road laws" or something else along those lines. Don't do it in the first place and you can't be charged or just use a bluetooth headset or handsfree device.

I actual have blended emotions on the project. i've got seen some notably loopy using being completed with the aid of persons on cellular telephones, so i may rejoice with the reason. however the comparable could be pronounced for persons ingesting and using... or using with young ones interior the vehicle. Are we going to restrict those distractions too? Banning cellular telephone use altogether seems severe to me. yet i do no longer understand of any states that ban using cellular telephones with a head set or on speaker. That appears like a real looking compromise.

I heard on the news that minors aren't allowed to talk on their phones or any other electronic device. If caught by the police, minors will be fine i think 20 dollars then 40 or 50
