Most definitely - - - - see the Trent Affair for a Pair of Ambassadors - - oh heck gonna cut & paste even though I know this stuff becausen I like to credit sources instead of just releasing gas so hit the thumbs down button.....

I assume you mean the Confederate States of America. Yes, as has been said in a previous answer it MIGHT resolve to send Ambassadors but it COULD only send them if the state (I mean country outside the USA) to which they were being sent recognised de jure the Confederacy. I'm not sure that the Confederacy was recognised anywhere, but if I'm wrong no doubt I will be corrected. If I am right, then despite the resolution to send ambassadors, none would have left.
