I suggest you go with the free NetZero Dial up plan. The following is taken from their site:

"The NetZero Free ISP offers ad-supported free internet access, including webmail, for up to 10 hours per month."

Please do not go with the wireless router option. It is not legal or fair to use someone else's internet connection without their permission.

Net- Zero limits your time online for free each month --- I understand. Watch your t.v. for free offers for the 1st 30 days ,etc. Anything free like that is bound to be rather quite slow in kb/s speed, but probably will suffice for "travel in the slow lane" for general purpose use.

you can buy a wireless card and installed to your computer and you can get Internet for free if your neighbor has an Internet connection unsecured.

Don't get yourself arrested...just take your laptop to a coffee shop and use the wi-fi. The most it'll cost you is probably a cup of coffee...what maybe a buck or so.
