Well technically NO. You are always going to have to pay for phone service. But if you have a FAX modem in your computer, and not just a modem, you can send and receive FAXES at no additional cost.

If you have windows xp or vista you have that software built in , look under accessories but you have to have modem installed on your computer and hooked to a phone line.
