Check out "BartPE" on a Y! Search. Download the PE Builder application to make a bootable CD with BartPE and include any number of "Plug-ins" that can take an image of your drive, which you have previously saved from a working system to an external drive or something, and you can use BartPE to access the external drive, format your C: drive, and restore the backup to it.

I use DriveImageXML. Don't forget to include the plug-in on the BartPE compilation when you burn the CD. And of course, you will need to download DriveImageXML and install it on your system in order to make the initial backups of your functioning system.

There are other methods and apps, but I just used DriveImageXML and it has worked every time so I haven't needed to check any others out.

You will need your original Windows Setup CD during the creation of your BartPE disc, because it will copy some files from it.
