I smoke Marlboro cigs that of course I usually get in a local store. But, recently I came across a carton that was made in the US but was supposed to be sent overseas to another country. I noticed that with these " overseas cigs that their is the black tar showing in the filter after I smoked them.. My question is that since they were made in the US, but supposed to be sent overseas are they of bad quality since maybe the US has stricter laws concerning what is to be put in them for US use compared to other countrys and they can get away with it?

I believe the formulas are different, the US has a lot of restrictions for its citizens that may not apply to other countries.

Have to ask how you knew they were supposed to get sent overseas? Cigarette companies usually run their cigarettes all in one batch (not making changes for different areas). I almost think you had some pirate smokes. Fake brand or counterfeit. Did the carton have State tax seals on the bottom of each pack?

You somehow bought a pack of Cigs meant for sale outside the U.S. I spect they have more tar than is allowed in U.S. sales. They might be bootleg cigs that never paid the U.S. tobacco tax.
