That pie chart only covers discretionary spending. It doesn't even mention non-discretionary spending which far outstrips all of the money mentioned in that pie chart. Things like pensions and the lot which are locked in concrete. But, it was a nice attempt at fiddling with the figures.
If you don't like the President's proposal, then get the Congress to change it. It is the Congress which authorizes the spending. The President and the Executive Branch can't spend one more dime than what the Congress authorized.
