It's possible but there are other towns that have higher population than Plymouth. Framingham is the largest town in the state in terms of population (65,000) and Brookline is next (57,000). There are some cities with smaller populations, such as Newburyport. Plymouth is the largest town in geography only, although it IS growing in population. Anyway, that would depend on what the voters in Plymouth want - whether to change their form of government from a town to a city. Population is not the ONLY deciding factor in what differentiates a city and town, at least in Massachusetts.

City is a funny concept in Massachusetts. Framingham is gigantic but is a town. Newton is a city but calls itself a collection of villages on many of its signs.

Plymouth has a lot of new growth and would qualify as a city but it does not choose to be a city.
