Yah, I do.
Oh! Did you want me to tell you? Then you should have asked "how do I make a picture collage like this?"
Well, you can easily do this in Photoshop. Each image of the girl is on a separate layer, using the magnetic or freehand lasso, with a feather of 1 or 2, then apply a white outer glow or stroke to the images, create another layer or two to make a background behind the images of the girl, add a text layer with the desired text and layer effect you want.
etc. etc... Your imagination is the only limit to what you can do with Photoshop.

You would use a tool like adobe photoshop or paint shop pro. But to be able to create a collage like that you need more than the tool, you'd also need someone that knows how to use it. It's not a beginner's job, but there are a few good tutorials...

i am not to sure, but i believe people do that by using things like photoshop. you could try that.
