Earlier today I put him in a solo cup while I changed the water in his bowl and he jumped out. It took a couple of minutes to get him back in but he seems healthy except for the resting thing. Besides this behavior has been a couple of days before his jump.

His resting on the bottom is probably unrelated to his jumping incident, which, if it was only for a minute or so, wouldn't have done him any long-term damage except for a little extra dose of stress for the day. It's probably due to the temperature being too cold. Bettas, despite what the "experts" at Petco and Petsmart will tell you, are *tropical* fish and should be kept in water at least 78-82 degrees, not room temperature. In addition to this, he may be sitting around because he's bored. If you have him in anything smaller than 5 gallons, there's not much room for him to swim and explore. Going out and buying a 5 gallon tank and a 50W heater (Or better yet, a 10 gallon tank and 100W heater) would solve this. =) Your betta will thank you -- he'll be more active, more colourful, and will live a longer, healthier life.

Usually bettas are pretty still. They don't really move much. In the rice paddies, they live in shallow water, so they don't have much room to move.
Also, is the temperature too cold? Check! They become inactive when it's too cold. If it is, put the poor guy in a warmer room or turn up the temperature in that room. But don't make too much of a difference for him, or he'll get stressed.

Mine would rest on the bottom fairly regularly, it's a natural thing.
