Batman and Robin. Since he is little, he won't be able to insist on him being Batman so you can be Batman. Or you can be a farmer and you can put him in a pumpkin outfit with the pumpkin "stalk" being part of his hat. Only a baby is willing to wear that costume.

Possibilities include:
Him as a jack-o-lantern, you as a farmer (overalls or gingham, your choice).
He a black cat; you a witch.
He a black crow, you a scarecrow.
Two sizes of bunny rabbits.
You Titania, queen of the fairies, he Puck, aka Robin Goodfellow.
You as a tree, he as a robin, a squirrel, or any other cute forest creature.
You as Mother Nature, he as any little critter.
You as Bullwinkle, he as Rocky the Flying Squirrel.
You as Natasha Fatale, he as Boris Badenov.
Or for a really bizarre effect, criss-cross the previous two pairs!
Yet more bizarre (but cute): You as Tinkerbell, he as Peter Pan.
You as Isis, he as Osiris. (Only if you're trick-or-treating in faculty housing at a university. Or all your contacts are pagans.)
