The rules for this aren't very difficult. Just move the decimal so that there is a non-zero digit after the decimal point. Count the number of moves. If you go to the right, decrease the exponent of 10 for each move. If you go to the left, increase the exponent of 10 for each move.

For example 1000 is 1.0x10^3. You start with
"1000." you move the decimal point 3 places to the left.

0.005 = 5 x 10^-3
5,050 = 5.05 x 10^3
0.0008 = 8 x 10^-4
1,000 = 1 x 10^3
1,000,000 = 1 x 10^6
0.25 = 2.5 x 10^-1
0.025 = 2.5 x 10^-2
0.0025 = 2.5 x 10^-3
500 = 5 x 10^2
5000 = 5 x 10^3
