If there was no quota, then the officers would have nothing to account for their time. They could just sit there and eat donuts all day, wasting city tax dollars.

Honestly - its for money - and their jobs - they do have a quota each month - if they have 20 police on the force and only make 7 arrests and 25 tickets a day - they dont need 20 police - they need like 5 - so it ensures them their job - the tickets in turn pay for bonuses and court buildings and all those wonderful things we get to take care of as citizens just to get looked at by the police funny or to get a fraudulent ticket to take a day of work to prove your innocence and all that drama -

Around here they do not have a quota, but when the rest of the others are writing 21 tickets a week and one cop doesn't, everyone thinks that cop isn't doing his job.

It is simple. Police departments are part of the government. The government needs money to run...it needs to give people their paychecks, and pay for electricity and water and rent on the government office buildings just like a big company would do the same thing.
Police officers need to be paid for working, and the office workers need to be paid. The guy fixing the cop cars needs to be paid, and they have to buy parts for the cop cars (or even new cop cars) when the old ones wear out. If they didn't, they wouldn't be able to do their jobs.

They don't neccesarily have quotas that need to be met. Mainly people think that because they see cops more often or they get pulled over for something that they never do. The truth is... it's noticed where problem areas are and they send more patrols out that way.

The more tickets a cop gives out the more time he has to spend at the station after his shift filling out paperwork on all of the tickets. Cops I've talked with at my work say they try not to give out tickets (unless they have to pull you over in the rain, then it's for sure you're gettin' a ticket). But, hey, maybe some of 'em get a kick out of it...who knows?

They don't have quotas so much as they have "goals." A good officer will be able to meet his/her "goal" of about 10 tickets/day.
As they do this consistently, they will be rewarded. Usually, with a Motorcycle. But in order to maintain this perk, they have to keep performing at a higher level....higher goal.

An officer friend once told me that his bosses said he wasn't doing his job if he didn't find violators and ticket them.
