NO, they are making accommodations for our newest citizens. First generation Americans rarely learn English as well as their native language - especially if their is a large influx so that they live in neighborhoods with each other.
It is the American born children of immigrants that become fluent in English, as long as they get education and opportunities that they should.

All waves of immigrants had neighborhoods and newspapers in their native language. At one time in Philladelphia in the early 1800's there were more German language newspapers than English.
