I need a good set of offroad tires and a new set of wheels to mount them on. I'll also need to get a 3 inch body lift. I've looked at jc whitney and they dont really have much of a selection so are there any other websites or stores that would have the package deals that would also finance me for all this stuff and cost me somewhere around $1500 or so...?

As long as you don't care if they match or not, try asking dealerships-a lot of them will buy used vehicles at auctions or get trade-ins that won't have the same brand tires on all four. Dealerships will remove the tires even though they are good so they can put a matched set on them to make them more appealing on the lot. If you know somebody who works at a dealership, ask them about tires because they can usually get the tires easier and cheaper than somebody who walks in off the street. Some dealerships will turn you down, some will think it is a great idea because that is less they have to pay to have somebody to take them away.

I'd check at PepBoys first. They sell Cooper tires under the brand name "Futura" and their big tires are far cheaper than other name brands. They do sell many styles of wheels as well. They have tire/ wheel package discounts as I seem to recall. I would estimate around $600-800 minimum unless you get crazy with the wheels.

Other place to check is Tire Barn for rubber.

Might check out Michael's Tires and Big O Tires or other local tire shops just to get a range of the market.
